As of 8 July 2002, the Government of the District of
Columbia was permitted by the U S Congress to implement DC Law 9-114,
The Health Care Benefits Expansion Act of 1992. One of the main
provisions of the Act was to implement Domestic Partnership (DP)
Registration in the District of Columbia. Registration is open to
anyone, regardless of sex, whether a resident or a non-resident of the
District and who satisfies the following requirements:

Both partners must be at least 18 years of age,
and
-
Both partners must be legally competent to enter
into a contract, and
-
Neither partner may be a partner in another
domestic partnership, and
-
Neither party may be married, and
-
Both partners must share a permanent residence.
Registration provides healthcare benefits eligibility
for the partnership if one of the partners is an employee of the
District of Columbia. In addition, registration also guarantees
visitation rights within the District in regard to hospitals, nursing
homes and other health care offices and gives partners the right to make
decisions regarding the partner's remains after death.
